According to results from the GMAC Insurance National Drivers Test, Oregon, Washington and Idaho drivers had the top, second and fourth highest average scores on a test driving knowledge. Rhode Island ranked 50th. The results indicate that millions of American drivers lack basic knowledge of rules of the road and safe automobile operation. Nationally, one in ten drivers, if given a state driving test today, would not pass. Results suggest that many standard driving practices, including merging, failure to yield when making left turns, and road-sign interpretation are mysteries to many drivers. Twenty-nine percent of drivers who drink admitted they would knowingly drive while over the legal limit "if they felt okay.".
